Contract Oversight

The General Counsel supervises the OIG's Contract Oversight Specialists, who have professional expertise in governmental budgets, finance and engineering. Contract oversight includes proactive monitoring of procurement processes and assessment of contract performance that may include random inspections during the term of the contract. The Contract Oversight Unit provides real time review of County contracts from the beginning of the selection phase and throughout the life of the contract. This monitoring allows the OIG to work with County government to prevent fraud, waste and abuse before it occurs. Their final reports are published to the Board of County Commissioners and the Administration and are available to the public on our website.

The OIG provided observations and supplemental information related to the above-captioned procurement process that has now resulted in the recommended bid waiver award. The new contract is intended to replace the current contract that was awarded in 2015, which was for five years with five 1-year options to renew. At present, the current contract, held by John Bean Technologies Corporation (JBT), has 2.5 years remaining as options.

Final Report – Review of Factors Delaying Initiation of the Tri-Rail Downtown Miami Link Commuter Service

The Final Report details the findings of the OIG’s review and inspection of the Downtown Miami Link Commuter Service project, a collaborative effort supported by County Transportation Surtax funds to provide an additional Tri-Rail commuter rail line linking downtown Miami to the existing 72-mile-long South Florida Rail Corridor.
